House and Senate negotiators on primary care reform legislation hold their first meeting. The branches largely agree on setting a 15% primary care spending target, though they differ on how quickly the state should reach that goal and which healthcare entities should be responsible for pumping more money into the sector. The proposals also envision a new capitated payment model that moves away from the traditional-fee-for-service structure. Health Care Financing Committee Co-chair Sen. Cindy Friedman is leading negotiations for her branch. But her co-chair, Rep. John Lawn, was not picked for the assignment and the House side will instead be led by House Ways and Means Chair Aaron Michlewitz.
