Jennifer Kaplan

Jennifer (Jeni) Kaplan is a senior attorney at the Center for Public Representation (CPR), a national legal advocacy center for people with disabilities, which she joined in 2020 after ten years in the federal courts.  She is also the Co-Chair of Dignity Alliance Massachusetts’ Home and Community-Based Services Work Group.  As such, she works to promote the integration and full community participation of older adults and people with disabilities who are unnecessarily segregated in nursing facilities and other institutions.

Prior to joining CPR, Jeni clerked for three federal judges, including serving as chief of staff to the Honorable Michael A. Ponsor, United States District Court Judge for the District of Massachusetts.

She earned a B.S. from the School of Foreign Service at Georgetown University and a J.D. from Western New England University School of Law, where she graduated magna cum laude and received the Norman Prance Award, the law school’s highest award. 

Jeni and her family live in Amherst, Massachusetts.
