The Legislation Workgroup studies the current Congressional, State Senate and House legislation to determine which bills align with the Dignity Alliance mission. A bill should contribute to one of our goals. The membership is notified of any bills of interest, and is given the opportunity to sign on. Scroll down to see currently endorsed bills.

This bill establishes reporting, staffing, and other quality control requirements for Medicare skilled nursing facilities and Medicaid nursing facilities. The bill also establishes a demonstration program to evaluate the impact of certain changes to facility design, staffing, and care coordination on the health outcomes of residents in skilled nursing facilities. Among other requirements, selected facilities must serve between 5 and 14 residents, offer private rooms, and have resident and family councils.

As Senator Brown stated in 2021, “The promise of Social Security is to ensure that no one in America should live in poverty – least of all our nation's seniors and people with disabilities. By updating SSI we can deliver on this promise and ensure disabled and elderly Ohioans are able to live with dignity. Congress must prioritize these long-overdue reforms as part of upcoming recovery legislation.” The SSI Restoration Act would: Raise SSI's sub-poverty-level monthly benefits, currently $794 per month, to 100% of the federal poverty level--a 31% increase--and index them to inflation; Update and index the assets individuals or couples may have up to $10,000 and $20,000, respectively.

The National Committee to Preserve Social Security and Medicare, endorses the bipartisan bill, the “Protecting Older Workers Against Discrimination Act.” Older Americans suffer from chronic job discrimination, and this important legislation would reestablish necessary legal protections giving them recourse in instances of age-based discrimination. In the 2009 decision Gross v. FBL Financial Services, the Supreme Court raised the legal standard that older workers must meet to prove age-based discrimination. Under the standard set by Gross and subsequent decisions, a worker must definitively prove that age was the decisive factor in instances of workplace mistreatment. This standard is virtually impossible to meet, given the complexities and dynamics of the workplace. In essence, the Court ruled that some age discrimination is acceptable, as long as employers are able to conjure up another reason to justify their harmful actions. Since the Court’s cruel decision, older workers have had to meet a higher standard of proof in discrimination cases than other protected classes, like plaintiffs in racial or gender-based discrimination claims. Bipartisan legislation would restore protections for older workers by reestablishing the pre-Gross employment discrimination standard.
