The changes include updating and clarifying definitions around Medicaid bed days, Medicare patient days and non-Medicare patient days, as well as adding definitions for skilled days and non-skilled days in order to "better reflect current MassHealth delivery systems," according to the hearing notice. Other changes update interest and late fee provisions, which officials say will give EOHHS "greater administrative flexibility in assessing interest and penalties for delinquent user fee assessments."
